Filtering and monitoring sit within Keeping Children Safe in Education as a core part of a school's safeguarding duties, not simply an IT configuration task. Governing bodies and senior leadership are expected to hold genuine oversight of how these systems work, what they block, and how concerns are acted on.

Governors
Hold oversight, seeking assurance that filtering and monitoring systems are in place, working effectively, and reviewed regularly in line with statutory guidance.
Senior Leadership
Hold strategic and day-to-day responsibility — deciding what gets blocked, ensuring systems are implemented correctly, and making sure staff understand how they work.
Designated Safeguarding Lead
Needs to understand and act on what monitoring surfaces, applying it to safeguarding decisions, even without configuring the systems directly.
IT Support
Handles technical implementation and maintenance — configuration, blocklists, real-time scanning and keeping systems current, in close coordination with the DSL.

What we put in place
A properly configured filtering system covers far more than the main school network — these are the areas we check and configure as standard.
Every Connection
Filtering applied consistently across the primary internet connection, any backup connection, and guest Wi-Fi.
BYOD & Off-Site Devices
Personal devices connecting to the school network, and school-owned devices taken off-site, covered to the same standard wherever possible.
Illegal Content Always Blocked
Known illegal content is blocked automatically using Internet Watch Foundation and CTIRU lists, with no option to disable this protection.
Safe Search Enforced
Safe Search settings applied consistently across devices, so search results stay age-appropriate by default.
Bypass Prevention
Controls in place to stop pupils circumventing filtering using VPNs or proxy services.
Real-Time Scanning
Live scanning that adapts to emerging risks, including content generated by AI, rather than relying on static blocklists alone.
Beyond Blocking
Monitoring isn't the same as filtering
Filtering blocks access to known harmful content. Monitoring is different — it looks for patterns of concerning behaviour, such as a pupil repeatedly searching for self-harm related terms, even where nothing is actually blocked.
Flagged activity needs to reach someone who can act on it. We set up monitoring so that alerts reach your Designated Safeguarding Lead with enough detail to make an informed decision quickly.

Reviews & Evidence
Ready for Ofsted, not scrambling beforehand
Schools are expected to review the effectiveness of their filtering and monitoring at least once an academic year, with that review documented and signed off by a responsible member of leadership.
We help build that documentation as part of how the system runs day to day, so evidence is already in place when an inspector, governor or auditor asks for it.

Staff Understanding
Systems are only as good as the people behind them
Your DSL doesn't need to configure the filtering system, but does need to understand what it shows and how to act on it. The same goes for governors and wider staff, who need enough awareness to play their part in keeping pupils safe online.
